Notice of Public HearingPursuant to established procedure, notice is hereby given that the City of Stanley will hold a Public Hearing in the Stanley Community Building on Thursday, August 12, 2010 at 6:00 p.m. The City will be reviewing a revised Comprehensive Plan for the Stanley community. Copies of the Plan can be picked up at the Stanley city office or reviewed and printed online by going to www.stanley-idaho.org. Click on “Community Documents” and a link will be displayed there. The public is invited to submit oral or written comments. Written comments can be mailed to the Office of the City Clerk, PO Box 53, Stanley, ID., 83278. Written comments submitted for the public hearing must be received in the City Office at least 3 business days prior to the hearing date. The hearing will be followed by the Regular City Council meeting at which the Council will vote on the Plan. Please contact the City Clerk Monday thru Thursday from 8am to 5pm at (208) 774-2286 for any additional information. *Anyone requiring special assistance to participate in the above noticed meeting should contact the City Office at least 24 hours prior to the meeting. Third Page - updated dedication on list of mayors. Table of Contents made current. Purpose and Scope – Changes and additions consistent with statute under “Idaho Law.” Message from the Mayor and City Council updated. The format was changed to eliminate the repetition of the Goals, Policies, and Priorities of the plan. The previous version of the plan repeated those items in a separate section (old Part I) in addition to providing them within the plan where they are followed by the background information (old Part II). Appendices were in a separate section (old Part III). This new version of the plan has all of the Goals, Policies, and Priorities, along with the background information in Part I. Thus Appendices are now in Part II. Part I, “The Plan” Editorial corrections were made in the section headings to bring them more in line with Idaho Codes § 67-6508. GOALS – editorial corrections. Section 2, The City of Stanley and the SNRA - updated date and PRIORITIES. Section 3, Population - updated dates and data, minor editorial changes in first and third paragraphs of background, added paragraph to emphasize the relationship among tourism, employment, and residents. Section 4, School Facilities and Transportation – some editorial corrections, noted issue with lack of students for high school, updated information on other schools in the district, noted (under School Transportation) school closure when too cold or roads become unsafe, added paragraph on high school feasibility study. Section 5, Economic Development - noted need to improve year round activities in town to bring more business - noted the need to attract technology based businesses that can be located and function anywhere without major physical infrastructure - noted the need to keep Highway 21 open as much as possible during the winter season - noted second home trend reducing available commercial property and community affordable housing - updated with a new option tax comparison table - noted vulnerability of electric power coming in on only one path – updated Custer County revenue table to 1993 study by Department of Commerce. Section 6, Land Use – noted need for parking plan for future Trailhead Center at the Park and parking at the Community Building – noted that we want to encourage development of geothermal resources for community benefit - noted desire to preserve and enhance dark night sky – noted park use as predominantly open space but with the possibility of buildings and facilities for community needs - consideration of planned unit development – noted need to determine privately owned, buildable acreage within the city - noted that we want to discourage conversion of commercial property to residential only and discourage the trend toward a bedroom only community - municipal land use to include possible siting of utilities or community service facilities which serve the area - noted the consideration for buildings and facilities on city park land for community needs - included updated zoning and land use maps (land use map has not changed except for color to aid legibility) – noted high percentage of federal and state owned lands relative to municipal and privately owned land in the vicinity Section 7, Natural Resources - noted the importance of protecting the wetlands and the quantity and quality of groundwater – updated wildlife description – eliminated some of the duplication of text for the Salmon River and the Sawtooth Mountains which are described with more detail in Section 11. Section 8, Hazardous Sites - noted the importance of making insurance through the National Flood Insurance Program available to Stanley residents Section 9, Public Services, Facilities and Utilities – noted consideration for future water rights needs – noted consideration for an emergency supply of potable water for the public - acknowledged a decline in volunteerism - updated the information on the Salmon River Clinic and EMT services - updated information on Sawtooth Valley Rural Fire District - updated information on Law Enforcement to recognize mutual aid agreement with the county - noted desire to support and maintain the Sawtooth Meditation Chapel - noted remodeling of Community Building done under grants - updated information on Library and the need for a new and larger facility - noted park needs for improved well and irrigation, trail head facility, amphitheater, and possibly community service housing - updated information on churches - updated ownership of cemetery - updated issues with electricity and telephone utilities - updated information on cell phone service and the sewer system - updated information on trash services – updated information on U. S. Post Office Section 10, Transportation – updated the winter access discussion of city streets -updated information on highways and transportation - updated information on ownership of airport Section 11, Recreation, Special Areas And Sites - noted importance of trail access, historic walking tour, diversification of activities and economy – made editorial changes and updates to SNRA description - updated information on the Sawtooth Fish Hatchery Section 12, Housing - added goal for community service housing on public lands - updated information on assessor’s process for valuation and classification of structures - updated current classifications and numbers in Stanley - updated data on housing starts Section 13: Community Design - reaffirmation of maintaining the rustic and western character of Stanley – provided photographic examples of rustic and western – consideration of wetlands in the general guidelines for city design Section 14: Implementing The Comprehensive Plan – added goal to update city codes consistent with the Comprehensive Plan Section 15: Amending The Comprehensive Plan - minor editorial changes PART II, “Appendices” Appendix A, History of Stanley, Appendix B, The History Of The Relationship Between The City Of Stanley And The SNRA, and Appendix C, Letters on File in City Office Concerning Jurisdiction Between the City of Stanley and the SNRA minimal or no editorial changes Appendix D – Deleted in its entirety Published: July 29 and Aug. 5, 2010
